The best way to get rid of leg hair is have a "massive" night out and fall asleep drunk. Then get your friends to burn it off with cigarette lighters.
Electric clippers to get it down to a very short level...if you are feeling particularly female then get the razor out and give it a good shave/veet is probably better but I've no idea.
If you don't trim the hair and just go for a razor it will take a few hours to get it all baby smooth...
How far? Up to you but I always thought from waist down...may as well...
Waxing will kill you.
Shaving will give you a rash from hell.
You have to leave veet on so long you'll end up with chemical burns.

I can only ask 'why'? It's obviously not for hairodynamics cos if you were fast enough for it to matter, you wouldn't have to ask.
If you have a massage after each ride, then I can understand, as I can if you get lots of gravel rash & don't want it to hurt when you pull the plasters off.

If I'm wearing my 3/4 tights, hair creeps through and then pulls in the legs. Also the silicone grip strips at the end pull the hair on my legs. Hair in my "gentlemans region" also poke through the lycra. I always thought shaving was to avoid such unpleasentness.

Bic razor in the shower. 5 mins per leg. A few inches above your shorts line. I recommend moisturising your legs after as shaving is very drying to the skin.
