I find with these (with Race levers) that they have plenty of power, but it takes a decent pull to get at it. They will stoppie / lock up fine, but it takes a firmer pull than I'd expect (eg compared to some SRAM Gides I tried)
is this the way they are? or set up issue? I've been pretty careful to centre the caliper on the disc per the vid's on Hope's website

Are you trying to lock your wheels?
Lever pull is different especially as it's a 4 pot brake. Played with the reach and bite point?

wind the reach adjusters out a bit, I find you get an earlier bite,

I'd suggest that Hope's feel a bit squishier than other brands, and yours are probably working fine.
Could get more bit from softer pads, perhaps.
