I've got a hole about 8mm x5mm at the top of my seat tube on a old steel road frame. Just under the lug.
I think with a alloy post in there it would be perfectly alright.
Any opinions.
It's not rust or corrosion it's a puncture hole.

8mmx5mm thats a big hole! any hole in a structural element is a stress raiser and a crack could propagate from it over time especially of edges are at all rough
i'd keep an eye on it

Probably worth bridging/filling the hole with weld, then boring out to accept the seat post.

if there are no stress cracks i would drill it out to 8mm so its nice and smooth all the way round, and get it welded.
