if you ignore the last three bits it's;

& # 1 6 8 ; & # 2 0 6 ; & # 8 2 1 7 ; K & # 2 3 4 ;

(but as a string)

so it's probably swear filter avoidance....

It says:

"You have too much time on your hands"

It was added by someone who thought single-spped was on-off-on-off effort (and 'iO' looked like binary a bit, and also iO is jupiter's moon, big planet / small moon like the 2 cogs) but was too mathematically challenged to understand that it wasn't actually a proper binary string (as an intelligent customer once pointed out)

😉

Binary converter just bought up "no idea". So either it doesn't know, or that is your answer. Right number of characters though.

LOL, I wonder who that could have been?

It's an old android saying

"There's an old android saying which I believe is peculiarly appropriate
here.", and says that In binary language it goes something like this:
001100111011000111100, which roughly translated means, "Don't stand around jabbering when
you're in mortal danger."

Something along the lines of "011100110110100001110101011101000010000001110101011100000010000001101100011001010110011101110011" would of been cool, but as above it seems to gibberish.
