On the Diablo and Zenith, if I activate flash when it is at the highest output, does it reduce flash to the highest output with a base output of the lowest luminosity?

Im not sure what you mean exactly, but I've the Toro and when i first switch on it goes super bright, but cycle through to flash the brightness diminishes and the flash takes affect.

What I think is happening is the background constant light reduces, but the intensity of the flash is as bright as the lights can emit.
