That looks like it but:

Theft description: Car left in the 1st car park outside the Guildford Spectrum leasisure centre. Arrived 12 noon bike gone by the time i returened to the car 14:12. Bike on roof rack

I don't let my car out of my sight when the bikes are on the roof.

Just checked the ebay advert and seat tube brace and seat post look different.

Dodgier than a dodgy thing that's been voted for by a bunch of MPs.

Should we report the listing to eBay?

Very poor advert and a new account as well however the usual, idiots are allowed to sell bikes, arguments would apply.

Maybe ask if he has proof of purchase. If he has all the documents to go with it including the receipt that could be a bargain.

DONT ask him any questions, keep the ad running- gives peeps more time to track the owner (potentially)...if he feels too many people are asking very leading questions he may pull the ad and stick it somewhere for a longtime....or just flog it off the net.

listing it undr a 5 day auction in order to see the actual value of what someone is prepared to pay for this bike

suggests to me he's not actually going to sell it, just using e-bay as a way of working out the value.
