I know exactly where it is, having lived in Bath for many years. I used to live a stone throw from that spot and ride along it every single day, twice.
It IS an old tow path, beside the river, when the river was a working river, they towed lighters and boats to the warehouses and canal basin upstream and down to the locks downstream ...
