So I am starting a new job soon and they are registered for Cycle to Work. Now I have a bike and already use it for commuting. My question is can I get a set of wheels on the scheme without them being part of a bike? Reason for this being able to keep MTB tyres on one set and semi-slicks on the other for the commute.

What about the final valuation scenario, are the employers going to be a bit suspect when they ask for a picture and end up with a couple of wheels.

depends how the scheme is run. most.just charge a fixed percentage of the original value at the end so no pics or proper valuation is actually done.

I can't believe a set of wheels at full price from an LBS on CtW would be cheaper than some discounted on-line retailer. Seems a lot of hassle for little return

It would be about 300-400 and being able to have it spread over the year would be useful.

why would you need 300-400 wheels for commuting on? Plenty of suitable out there for a fraction of that.
