Yup. I got a bag of disc brake shim washers in the same size box!

Got a bag of cable donuts in the same size box. Some gear cables a week later did arrive in a jiffy bag, I thought perhaps they'd stopped the madness, then a lizard skins chainstay protector arrived in an even bigger box, padded out with brown paper. The mind boggles.

I suspect they just pay a flat rate for anythign 'upto x' so it's irrelvant and the savings they make on packign costs by having a machine do it outweighs the additional cost of the packaging itself.

Can see CRC's reasoning, but another advantage with a jiffy bag for small items is the postie can fit it through the letter box if you're out. Can't do that with a 'shoe box'.

I'd hope that given time they will be able to improve the machine to make much smaller packages. Amazon have managed this now with cardboard slim packs that go through the letter box.
