should their be a pin in the centre when i screw it on?

yes it's a pin with a hole through the middle the pin pierces the canister the hole allows the co2 to pass through to your tyre.there should also be an "o" ring to create a seal between the valve and the head unit.

if it don't got one it can't pierce the canister have you tried screwing it on to a canister to see,even if it does pierce the canister it can't expel co2 until you push it onto a valve or push back the spring operated head unit(if it's the same type as the picture you posted).
