Brakes on the wrong side and it has TWO chains how does that work

not a balance bike. the dual chain is so it doesnt need any active chain tensioning - the chain to back wheel has the same centre the front and rear swing arm pivots. Looks like it's just single speed but you never know if there is a 3 speed hub or something behind there.
Looks like the pedals have been shortened and re-drilled.
Pretty cool really. Is it for a kid or just someone of smaller stature?

The forks are cool, again have they been made like that or shortened by somebody clever
