For why? I've toed the pads in, which has helped, but if I wang the anchors on then it nearly rips the bars from my hands.

Are the pads glazed if in doubt clean them up with a bit of sandpaper
Are your rims clean I use a green scouring pad with soapy water

Yep, that simple. Or fit a fork mounted cable hanger. That cured the brake judder on my CX, changing from the stem mounted hanger to the fork mounted one. It's something to do with a resonance effect of the brake cable.
Pads and rims are fine.
high stradle wire and a whole heap of toe-in and the best cures for judder, if your still getting it then make sure your rims are clean and maybe try for a holy blessing as its a guessing game after that.
