What setting should I use on the stem bolts?

same torque you would had you alloy bars ....
Ie my thomson stem says torque to 4Nm ... so i have my carbon bars torqued to 4Nm - any less they will probably slip , any more and ill crush the bars or split the faceplate

I have always found that 4nm is enough if you use Ritchey liquid torque. Otherwise I have had slippage at 5+nm (therefore bottom line is that the Liquid torque gel is invaluable)

yeah i use finish line carbon assembly paste - it has them little friction grit particles in
