I'm using a shimano xt front mech as a makeshift chain retainer on a 1x9 setup. It's all fine except the low range adjustment screw is just a teeny bit too short (1mm ish). Is it possible to buy a longer screw?

Yes, you can. Get along with one to your builders merchant or trade centre, they will have them. Also they have them with an allen head, easier to use with ball ended allen keys. They are the same for the rear mech too.
