A fantastic demonstration of the value of CCTV - an image you could ID someone with is so rare it's newsworthy.
Did you know it was him cos of the green arrow pointing at him? Some sort of bike theif IDing software?
police said it followed the theft of a £200 bike at Three Bridges, Sussex, and a £350 bike at Ashtead, Surrey
I'd say he's a pot/smackhead judging by his clothes/bike taste.
