I am wanting to cut a steerer by 12mm - changing stem, headset etc and - it won't work out correctly with spacers etc.

What is my best method ? too small an amount for pipecutters to grip, so am thinking very careful hacksaw and file ?

Cheers

yup. hacksaw and file. easy.

wrap a bit of tape round it if you think you might stray off line. it's easier to follow.

Yeh, use a hacksaw and then clean it up with a file. If its an ally steerer you'll go through it no problem

Use an old spacer to cut against.
I've found it keeps the cut straighter.

Hacksaw, can't ever be arsed to clean it up though

For amounts too small for a hacksaw, I found that a belt sander works surprisingly well
