OK I've bought a balance bike for great nephew (get 'em on wheels as soon as possible), what height should the saddle be set to? I'm inclined to think legs reasonably bent, feet flat on floor, to facilitate scooting along.

Slam it.

At first it's about them getting confidence moving it around. So expect lots of walking it around etc. The idea is that they learn to walk with it, then sit down and walk out around, then a bit of rolling around in it.

This may take days, it may take weeks. All learn at different speeds.

Balance bikes are the best thing ever!

My little lad just progressed to pedals (3.5 years old) last month with no use of stabilisers at all.
Literally just set off and rode it 😆👍
He’s had 3 different size balance bikes over the last 2 years (hope academy)
