So the employer has decided to go with Halfrauds, and there isn't much I can do about that. I can select other bikes that they do not regularly stock – such as Orange or Whyte. They mentioned that must be a full bike and not a frame – I was looking at Cotic Soda, but the lady said they do not do Cotic either.

Now, here is the question – does anyone know a Halfrauds where the “elasticity” to be flexible with this whole thing is higher than normal, i.e., is there one where I can actually top up the £1000 limit, buy a frame and supply the other bits if they can build it up, etc.? London or Cotswold area, preferably!

Halfords latest letters specify "own brands only".
I did manage to get one accepted elswhere but given the chance again I wouldnt bother with bikes to work through halfords. You will get the equivalent discount from loads of dealers and stick it on a card if stumping up the cash is a problem.

But the issue is that employer wants me to go with them, so there isn't much i can do on that matter.

Can anyone recommend an Halfords with a decent cycle shop guy?
