What causes the steering to tighten/stiffen when taking the play out of headset bearings? I'm thinking I've put one of the bearings in upside down...................perhaps 😳
Either that or there's an important piece missing.

Crown race sitting straight? Extra spacer required (steerer too long)? Or like you said, bearings fitted the wrong way.
