[Closed] Advice on servicing the hub of an old wheel

My front wheel has started to get a bit wobbly so wanted to try and service the hub. But not sure how to get at the bearings.

It's a Kona-OB1 hub, I think. It has serrated washers either side (as shown in pic) and I can't work out how to remove them. They seem pretty well stuck to the axle.

Don't want to start breaking things so thought I'd better check.

Pull that rubber bit off and you'll find flats?

Hmm, can't remove that rubber bit without removing serrated washer.
Can't find anything in the guides that explains it.

It just pulls off.

It'll be a standard cup and cone hub underneath
