Bascially for the commuter bike, i dont use any ring other than the outer. So in order achieve a better chain line, can i put a triple/dual chainset outer in the middle position of a triple chainset.

If it is a new Shimano HTII crank there is no shelf on the inner ring position so your outer ring will fit.
You will need shorter nuts and bolts unless you pack them with washers.
Only other issue is whether the large ring will foul the chainstay.
