Go to Decathlon - their bikes are dirt cheap but very good - and light, and come with proper sized brake levers etc.

spesh hotrock 12" for my little'un when she was 3. took the crankset out so she could use it like on of them 'walklalong' things till she got her balance, then replaced the lot.

2 bikes for the price of one 😛

Balance/walking bike - our son has had one for a year or so. He got a new Hotrock 16 for his birthday yesterday and cycled to the carpark to learn how to ride it!!! Very surprising how quickly he picked it up - only moaning that the bell was on the wrong way round and he couldn't bing it.

Halfords have released a new boys and girls balance bike £40 IIRC. Think the girls version is pink or purple.
