Would the above work ok on a steel frame? Other than just having to splay the frame slightly to get the wheel in it should be ok yeah?

With a steel frame, you should be fine.... I'm doing it right now.

My old man has steel road bike which is 5 or 6 spd.
Can I just move the rear stays by 2mm each side to get it to work with a 9 sp road axel?
126mm to 130mm?
