Can this be done, the hub is not able to be changed to 15mm, is there any kind of adapter that can be used to effectively shim down the fork to 12mm?

I’ve used the adapter posted above, no problem in a Niner RLT fork

That's for a 15mm hub in a 12mm fork. The OP has a 12mm hub and a 15mm fork.
