Why wouldn't they be signed up? Stif particularly I would have thought are.

Cycle Scheme have a website with a shop locator so you can always check if a shop is signed up on there.
Tax break on a Niner sounds like a good deal!

Stif have just confirmed they are on Cycle scheme too
40% off again, can't complain, but can I wait until the end of September?
I need to wait until this years Cyclesheme is finished first before I can do it again
I'm itching to get one and do a 100% new build, so many optionsI'll only be able to get £1000 on Cyclescheme anyway which realisticly is only going to cover frame and not much else so I might get shopping soon

Depends a bit on the dealer, technically it's supposed to be for use commuting to work on, but in fact most dealers will just stick whatever you want on there!
