Drilling a drain hole in BB shell

Do it. if it wasn't designed in California then it maybe would have one.

I never seem to get water in there, it depends on your frame design though.
It won't hurt though, keep it small.

Do it and put a dob of grease in the hole. That stops spray getting in, but if you get any amount of water inside it will push the grease out and drain.
This was common practice 50 years ago.

do such holes not get full of mud and thusly plugged?

When I were a lad....nearly all bikes had a hole in the bb shell. They also had a split pin through the hole; the idea was the pin would jiggle about when the bike was being ridden, so keeping the hole clear of accumulated crug. I drill all my bb shells and have never had any problems.

Cleaning my HT I turned it upside down and water ran out of the ST slot indicating trapped water.
As there was no BB hole I drilled a 2mm dia one and no more water
Your BB will be toast in no time otherwise

see above, I've taken out any number of cartridge BB out that have orange stains on them, but never had a BB fail because of it. File these sorts of things in the same place as filling your steel frame with waxoil...All a bit pointless

I may do my Soda.
New BB in there and only done a few rides. Bike has not been used in a few weeks and can hardly turn cranks at first!
Luckily it frees up and spins ok but must be rusting away nicely in there!

Err, it's obviously not going to effect a sealed BB! External bearing BB's are a different matter though, they don't like being submerged in a pool of water!
