Over the limit driver causes death of cyclist

This just makes me angry and it's not the fact it was a cyclist. No excuse...none at all. 2 o'clock on a Saturday afternoon reasonably quiet area with potential for lots of kids etc to be about.

appeared on petition at Edinburgh Sheriff Court charged with causing death by dangerous driving and driving while over the legal alcohol limit.

What does "appearing on petition" mean?
