You probably bought a lossless shock pump. It’s designed like that so you get a more accurate pressure reading. A Topeak perhaps?

How do you know it’s filling the fork with air?

I had a similar issue a few weeks ago when a friend lent me a shock pump, the pump head was fouling on the fork before it had properly engaged on the valve – and it had exactly the same head as yours, I had to get a different pump with a slimmer head.

Where I have had this in the past it was where the air wasn’t actually going into the shock. I’d check it was latched on correctly.
