After 36 pages and 3 years, thanks to a delivery from Merlin I can confirm that a Hope pic and mix bottom headset does indeed come with a crown race.

Are you sure it wasn’t a mistake? Maybe a crown race rolled off a shelf when they were packing your headset and no-one noticed.
