As far as I know, Anquet and Memory Map are free too. It’s just that you have to pay for the maps (just like Quo).

When I bought Anquet [V1.x] I just paid for it, no free downloads then pay for maps

Ah. The “free download” thing is quite handy though. It means you can play around with the software before deciding which package you want to invest in. Anquet give you a small area of the Lakes to play around with.
