    Successful terrorism needs to terrorise people – they actually have to change their behaviour out of fear

    It depends on your objectives. If you want the public to pressure the government to stop doing x then killing people might be counterproductive since it makes it harder for the government to consider dealing with those killers/murderers etc.
    Causing disruption by damaging infrastructure puts pressure on the government and reduces the emotional involvement.

    To answer the OP… Yes.

    The effectiveness of the bomb against its target would vary depending on the target and the bomb and considering the limited size of your average civilian drone and the limited availability of professional explosives you would be looking at something pretty small.

    Don’t get me wrong, small can be devastating if the bomb is constructed properly but it would probably be easier for the bad guys to just throw a pipe bomb at whoever they wanted to target without leaving the digital footprint or noise footprint that a drone will while delivering.

    Prisoners friends/families/associates are dropping drugs into prisons on a regular basis using drones so something more ‘bad’ probably isn’t beyond the realms of possibility.
