Frame is specced as needing a 35mm seat clamp. Cant find many, does the 0.1mm make any difference, or just the frame manufacturer rounding up?
Assume the 34.9 will go on with a persuader?

Would have thought it would be ok, if you haven't got a 34.9 and want to try one out think I've got an old cheapy in the parts box.
Yes it will fit, 34.9 fits seat tubes 30mm to 31.6 so has quite a range.

Those are internal diameters, the external diameter is still 34.9
its got to fit hasnt it? 0.1 of a mm isnt even a layer of paint is it?
anyway, its a Turner flux and I want to fit a 34.9mm Hope seat clamp, anyone have that combo?
no probs they're all 34.934.9mm seat clamp on a 35mm frame
