I'd guess that 'coning' is the WILD AND CRAZY practice of ordering an ice-cream cone and then just taking a handful ice-cream out of the cone. The YT video is a compilation of McD's staff getting sick of it.
Love the drive-by skateboard(?) thefts though, best bit of the video.
