Given the courses aren't (AFAIK) measured officially according to England Athletics rules and they aren't official races, would you count a Parkrun PB as your PB or not?

My PBs are measured by gps, so yes.

Given that the times on my regular Parkrun are consistently about 15 seconds quicker than my own timing of those same runs.........

Most of them seem to be on more uneven and hilly surfaces than courses with real PB potential, so yeah!
