Would you insurance company regard you as partly liable for any injuries sustained if you wern't wearing a helmet?

I wonder if any of the 500 people in Russia that were just injured by a meteor shower were testing any helmets, would be good to get some feedback as the reviews of my flux say nothing on meteor showers.
