how much should it cost to convert a 700mb Quicktime to a small wmv which would stream online?

convert it yourself, there are loads of free programs.

Depends how long the Quicktime is rather than the file size as most companies will charge per minute.
I think most places will charge around £10 a minute for encoding plus a setup charge.
If you've just got one file you need to convert I could help you out if you've got somewhere to put it?
