You need a few inches of insulation, then the pipes, then the screed.
Back to my extension, 30m2 was £4k-ish, but they didn't have to rip anything up.

We've just been quoted £3k to install underfloor heating in a 24 m2 extension. This does not include the tiling, which will be expensive...
I work on £10 per m2 to remove tiles and make good to retile then £30 pm2 laying tiles inc. adhesive and grout. add to that cost of new tiles, disposal of all rubbish and the actual underfloor heating costs etc....
