if your applying for a French job shouldn't you have the basics in French language / writing?

Not necessarily. That's why they will often distinguish between speaking, reading, and writing when asking about language on an application form.

I am a relatively fluent French speaker, and can read fluently. But I sure wouldn't trust my written grammar to get me any kind of job. Writing a language is not simply a matter of putting on paper what's in your head.
