So not getting anything like the 61Mb/s currently but what's the common wisdom?
Do I hammer it initially?
We estimate that your line can support download speeds of between 66.8 Mb/s and 72.8 Mb/s, and upload speeds of between 17.3 Mb/s and 18.2 Mb/s.
Your Minimum Guaranteed Download Speed will be 61.00 Mb/s.

Just try and make sure that the line stays up and connected. When it is settling in, if the line keeps dropping out (by, say, rebooting the router) the exchange equipment will think the line is poor and rop the bandwidth down
Yeah, they don't care for traffic on the line really, just that it stays up. It might resync periodically at slightly higher speeds if the signal-to-noise ratio is sufficiently good.
Most websites can't handle that sort of speed so obviously check the speed on a proper speed test site. Give it a week, if it's still terrible then moan at EE.

I'm using the one built into their admin panel (Speedtest.net) as I guess that's what they will refer to.
Speed guarantee will only be with 1 device plugged directly into the router via ethernet cable. They all have all sorts of get-out clauses when it comes to speed when connected via wi-fi.

That should be okay - it's supposed to take into account if drop outs are just you or area wide.
The speed guarantee will be the sync rate on your router.
And as above your line will normally keep incrementally increasing the speed, until it becomes unstable, then it will drop back down. You'll see a few disconnections when this happens, just make sure you're not disconnecting it.
