I can think of 3 off hand

I don't need to ride to work as I work from home

I don't need to ride to work as I'm retired

I don't need to ride to work as I'm unemployed

obviously the old and poor don't count to advertizers as they are too poor or too old to ride so you can not bother with those 🙂

I am a mobile worker and visit multiple sites a day.

I can't sneak into my bike for a snooze after lunch.

I walk to work

There are no cycle paths available and roads are for cars.

I walk as it's quicker.
