Should it not have been strapped down onto the lifting cradle, I bet the next one will be.

BS7121 is fine in Britain. BS - British standard.
I'm not sure what Standard they should have followed, depends on which Spanish speaking country they were I suppose.
Racing cars will only have handbrakes if the formula dictates it. Rally cars have to be road legal, so will be bound by the same laws as your car.
Either way, that should have been chained down.
We follow British Standards on projects in many countries where they surpass what's available locally. Following BS7121 would have meant they had a robust MS in place and that ****up wouldn't have happened.

Unfortunately many countries don't follow the same diligence. This is clear in this video as nobody seems to give a shit when it happens so seems like dropping stuff is a regular occurance.
UK rally cars have to have mechanical handbrakes these days, in addition to hydraulic systems, as even with levers pinned or similar, pressure can drop over time in the system and release the brakes.
That's a touring car though.
