[Closed] STW RSS feeds

Im forced to try and use an RSS reader (Google Reader as it happens) to view STW forum posts while im in the office. The feed http://www.singletrackworld.com/forum/rss/ though only seems to update every 30-50 minutes and then with only 10-15% of the posts made since the last update. This seems to happen no matter how many times I thrash the refresh button.

Are RSS updates in the hands of the content provider or the reader? i.e. does the provider publish rather than the reader request a feed?

If its the former, any chance the hamsters can be re-tuned to more regular updates? If the latter what am I doing wrong?
