You can't pursue disciplinary action against someone who is dead. When did this stop being rather obvious and start being "news" ?

Well given if they had just said they had stopped investigating or running an inquiry the usual suspects would be along to complain they were dropping it and ignoring it.

Seems like a full and comprehensive statement leaving little room for (deliberate) misinterpretation

That says the "investigation" can't continue. There's no reason to stop it just because the person is dead; Jimmy Saville, Cyril Smith, Ted Heath etc.

As you say, it's pretty obvious they can't discipline him.
