Now considering there is a blanket ban on caravans, motor homes and commercial vehicles on the deeds - said complainer needs to be careful as mentioned by the caller.

Strictly it should/would be enforced by anyone who thinks they're suffering as a result, i.e. your neighbours, through the civil courts. You can ask them if you can have it removed from the deeds, you just have to pay the legal fees.

I've no idea what CFH is referring to.
He may have got a ban for persistently using problematic language when asked not to, or using it as part of an insult (which would be unlikely unless it was a particularly nasty attack or it wasn't a first offence). But there's no way anyone got banned ever for merely "using a word," not whilst I've got a hole in my arse.

I live in a newish estate - neighbours do the following jobs - 2*Nurse practitioners (have a motorhome), guy with maintenance company (has a works van and a CARAVAN), couple that own a chineese restaurant, someone who works in the tax office, policewoman, hgv machanic.
