Who designs it? In the little town where I currently reside the church has a big piece of scaffolding on it. I can't figure out what is keeping it up. Imagine a large P shape. The sticky out bit is above the roof and surrounding the tower, it doesn't appear to be resting on the roof anywhere so it is being held up by the vertical part of the P.
It is a pretty substantial size, just seems to be defying the laws of gravity.
There are specific scaffolding design companies for complicated jobs.
Mostly tho when I use them they ask my thoughts on how it will work best and slightly "overdesign" it to justify their fee.
I would hope that something like that would be designed by a structural engineer. Basic scaffolding is built according to rules that the scaffolders know well, and that ensures it's safe, but the rules don't apply to complex scaffolds as you described.
Saw this up the road and thought 'I hope they know what they are doing' Can't imagine there are many tech drawings and calcs for the roof.

Scaffolders are highly intelligent and articulate. They'll make it up as it goes. No plans needed.

edit: There's some impressive scaff around the higher parts of Cologne cathedral at the moment. It's like a metal bracket fungus at great height.

Unless it's 'Bodge it and Scarper' from round the corner, they'll do a drawing, calcs and method statement for complex jobs. They'll need them for the main contractor and often for the local authority permits.
Obviously not for a bit round your extension...

A nice bit of Fred Dibnah type scafolding at the old Oswestry locomotive works chimney, in Oswestry, next to the railway station.
Just think of scaffolding as Meccano for men, and work from there.

Bamboo is just as good as steel if loaded properly. Cheaper too...
Industrial scaffolding is a very different business to the stuff oiks chuck up for an extension. Our resident scaffolders have a book of set designs they work from covering most eventualities. Anything beyond that and it's specially designed.
Doesn't come cheap mind.
