The guy in the red shorts is much bigger, the "victim" doesn't even bother raising his hands to block against the attempted punches, and only when the big guy comes back for another go, suddenly his left comes up and ends the argument.

It helps to see the whole video - the little kid was the bully, punching the big kid until he snapped.

the full video shows that it's a fat kid who's been repeated goaded, punched by the little kid (and this is obviously not the first time) as others watch ang giggle.

The big kid just snaps and picks him up as you've seen.

iolo, if you find the full gif you will see that the smaller kid is slapping the fat kid about a bit and goading him backed up by cronies. So it's not as cut and dried as you may think. However I still find it a very unpleasant watch.
