With two mesh side pockets for water bottles (I don't want to use a bladder), pockets on the waistband straps and ideally the chest too.
This one is what I'm after, but I don't like the colour! https://www.passenger-clothing.com/products/trail-recycled-18l-hydration-pack-arctic?variant=43968371949763¤cy=GBP&gad_source=1&gad_campaignid=22719480223&gbraid=0AAAAADmrDyBKkA5jSa7rs8hmuAkOjQZdG&gclid=Cj0KCQjwj47OBhCmARIsAF5wUEEG0aPNKJAumzBHeL8WGD46BNRbI9rkkGvyKhz7XIfV0tsjpHhHMyQaAgFEEALw_wcB
Bonus if I can pick one up secondhand too.

The Osprey Talon 11 fits that description and comes in 4 colours, all better than that ↑ . They did have some on Sport Pursuit but they've all gone, and at RRP they're expensive.
this has it all
but almost exactly the same colour! for £35- black is 100!

ebike specific though, not sure what that means, maybe it has a larger waist strap?
Talon 11 looks perfect, now I just need to find one....
The Evic one above doesn't have mesh bottle pockets
I have an older 12 litre OMM sack which is good and sounds like what you are after. Their current range goes from 8 to 30 litres in various increments of size and pocket layout.

Talon 14 user hear. I love it but i think you are paying for a bladder you won’t use
My pre-coffee brain somehow missed the hyphen in the thread title so I imagined an incredibly huge backpack. Thought I’d share the image for everyone to enjoy.
I also came here to suggest looking out an OMM pack of some sort. You’ll almost certainly find something to match your brief and the packs are well designed and well made.
