If dog owners can bag it up why not horses?
Because horse manure is vegetable matter, and poses little health risk (if any), in stark contrast to dog poo?

take it home & put it on yer roses (white ones of course!)

the gardening shows always talk about "well rotted horse manure"; i guess some of the chemicals in fresh stuff might not be quite so good for the roses
if you leave it a while ( a few months in a large pile ), it definitely changes into a better compost.
