Can its power/torque be improved? I've already pumped the tyres up, fueled up at Shell, emptied the boot. What I want is extra horses or torques. An idea how? I'm bored, happy and tipsy so open to ideas.

What year is it? And what Horsepower to start with (90bhp iirc)?

Indeed, its a 90hp TD. You can up the boost and tweak the fuel delivery fairly easily, if you dont mind getting a bit messy and dont mind a bit of black smoke on hoofing it. Get over to pug306.net for advice, it's the same engine.

I can't, it's soft, big, cheap to run and with my not-so-clean licence I need something cheap to insure.

tuning it needs to be reported to the insurance company and might increase your premiums

Though they'll not find out unless you kill someone, then you (and they) are screwed as you'll be uninsured.

Yup, mine have always been happy to quote for minor mods. I had to find a specific insurer when I went past the 50% power increase mark though (not on the 306, mines bog standard).
