if an item has been bought from eBay using PayPal but the goods do not turn up how can you get your money back?
The goods were ordered/paid for 15 days ago but haven't arrived and seller is not replying to my emails

You know...it may seem a strange concept but Ebay actually tell you what to do in the Help pages.

I thought that you could get your money back via PayPal - a chargeback?

You will eventually, but have to open a dispute first and let it run its course.

Paypal & eBay are pretty much one & the same - just use eBay as the vehicle for a refund, it'll be easier
